PROPOSED RECOMMENDATION

To discontinue the procurement procedure for provision of a Data Architecture Solution

BACKGROUND TO SUPPORT THE RECOMMENDATION

It became clear throughout the evaluation process that some of the award questions led to common misinterpretation, and this has unduly affected the scores of all submitted responses.

The Council intends to review and amend the award questions. The Council also intends to use this opportunity to review the clarification questions and responses that were received and issued during the further competition period to determine where amendments can be made to the specification. 

For the purposes of this decision note ‘discontinuing’ the procurement is cancelling or abandoning the procurement and is considered to be one and the same.

LEGAL AND GOVERNANCE COMPLIANCE

A competitive procurement exercise was undertaken by the Council’s Procurement and Contract Management Service via a call-off under the CCS Framework RM6100 Technology Services Three (Lot 2 and 3d). Due to the reasons outlined above, the proposal is to discontinue this procurement, amend the award question and specification and complete a further procurement exercise with the amended questions and specification.

RECOMMENDATION

That the procurement exercise be discontinued.
